The USC Sol Price School of Public Policy invites applicants for an adjunct faculty position in the area of Public Administration. The successful candidate should possess a Ph.D. in Public Administration or a related subject. A Master’s degree may be acceptable with appropriate experience. The candidate will be able to teach graduate-level methods material for the following class: PPD 542 – Program and Policy Evaluation. Preference will be given to candidates with prior teaching experience and excellent teaching evaluations.

Course Description: This course familiarizes students with policy and program evaluation concepts and techniques. The course introduces students to the art and science of policy evaluation, methods of collecting, analyzing, interpreting, and communicating information used in evaluation studies. An explicit goal of the course is to provide students with the skills required for successful completion of the “capstone” course, PPD 546 Professional Practice of Public Administration. In both courses, students work in teams to develop an evaluation proposal related to an actual public policy or program implemented by a public or nonprofit agency.  Teaching expectations include instruction in the following learning objectives:  Evaluate claims of cause-and-effect relationships resulting from policy and program evaluation research; Select and structure a suitable research design, including experimental, quasi-experimental, or nonexperimental designs, Beginning with a policy or program-related concept, design a variable to measure the concept in a valid and reliable fashion, Select and implement suitable data collection methods such as surveys, interviews, focus groups, participant observation, content analysis, or collection of secondary data, Select a suitable approach to data analysis and visualization, and carry out and interpret simple descriptive and inferential analyses of evaluation data; and Read and understand studies that use more complex data analysis techniques such as linear regression.

Adjunct instructor responsibilities include delivery of course content, scheduling office hours and being accessible to students as appropriate, and grading. Each instructor is expected to provide students with a syllabus outlining the course goals, schedule and all requirements for the course under the direction of the Department Chair.
