 The Institutional Excellence Directorate invites applications for Strategic Planning and Performance Manager position.

 Your Commitment

 Reporting to the Director, Institutional Excellence, Institutional Excellence Directorate the successful candidate will oversee and direct the activities within the Department of Strategic planning, performance and risk management. To manage and organize the development of UDST 's overall strategic plan and risk management strategies and framework. To facilitate the translation of strategic objectives into an integrated annual operational business plan in coordination with UDST 's Business Units and to consolidate, facilitate and monitor UDST's risks in compliance to State Audit Bureau requirements.

 Duties & Responsibilities 

The successful candidate will develop and manage Strategic Planning and Risk Management framework(s) and processes. At the same time, appraise the adoption and adherence of Strategic Planning and Risk Management frameworks and processes.

The successful candidate will cooperate with Business Units and manage the development of Strategic Plan as per the framework and develop and submit the Strategic Plan to Director, Institutional Excellence.  Cooperation with Business Units  to manage the development of the Risk Register.

The successful candidate will control and monitor the implementation of the Strategic Plan. Similarly, appraise strategic KPI’s, submit Strategic performance and Risk Management reporting.

The successful candidate will monitor the implementation of institutional annual operational initiatives in alignment with the strategic plan and manage the development of project management methodologies and standards for the implementation of strategic and operational initiatives.

The successful candidate will ensure implementation of Strategic initiatives and aid business in its implementation of  operational initiatives while collaborating with Legal to monitor regulations and determine risk impact.

The successful candidate will consolidate recommendations based on the benchmarking exercises and reports and focus on positioning UDST against peer organizations at local, regional, and international levels with regards to higher education. Also, develop up-to-date materials to ensure UDST's strategy is properly and consistently communicated to all relevant stakeholders

The successful candidate will appraise information, reports and documents to determine new trends which will impact on the strategic interests of the UDST and prepares position papers on environmental scanning. Correspondingly, manage the adoption and utilization of relevant tools and technologies to improve the performance of strategic planning and risk management.

The successful candidate will develop operational initiatives and ensure its implementation for the improvement of strategic planning & risk management. And perform miscellaneous job-related duties as assigned by Director, Institutional Excellence

People Management

The successful candidate will provide professional development support and perform periodic performance reviews for direct subordinates based on UDST's Employee Performance Management framework to ensure continual high performance of employees and contribute to the development of workforce plans for the Strategic Planning & Performance in collaboration with Human Capital.

The successful candidate will contribute to the development of employees in Strategic Planning & Performance through identifying appropriate learning and development opportunities. Also, contribute to the recruitment of talent within Strategic Planning & Performance.


Education and Certifications:

Master's degree in Business Management or related field

Doctorate degree is preferred


Minimum 8 years of relevant experience in Strategic Planning, Quality Assurance and Risk Management or relevant field at a similar level.

Minimum 4 years of managerial job -related experience at a similar level; preferably in higher education institutions.


Fluency in written and spoken English language is required

Fluency in written and spoken Arabic language is preferred

Other Required Skills

Leadership competencies in decision making, strategic planning and alignment, managing quality and risk, coaching and mentoring and resource management are required. Also, Behavioral competencies in attention to detail, concern for order and quality, relationship building, organizational awareness and time management with Technical competencies in reporting, quality, accreditation, environment analysis and benchmarking, organizational performance management, risk management, knowledge management and strategic planning are required.
